The film is a powerful story of Luis Moreno-Ocampo, the first chief Prosecutor for the International Criminal Court, which made the headlines when it issued an arrest warrant alleging war crimes against a sitting head of state, the Sudanese President Omar Al-Bashir.

The film follows Moreno-Ocampo, a prosecutor without any police power, as he pursues this case and tracks the history of the court in the Hague, including the first trial to be held there of alleged Congolese war criminal Thomas Lubanga.

Moreno-Ocampo‘s critics say that he is a threat to peace, stirring controversy in international waters. Some peace advocates even argue that he is too lax. Through it all, as Moreno-Ocampo attempts to carry out his novel role as arbiter of justice, we see how tenuous and difficult bringing justice through law can be.
